Tanzania is stepping up support for homegrown technology innovation through a Sh5 billion financing programme designed to help young entrepreneurs turn digital ideas into sustainable businesses.
The government launched the ICT Startup Capital Empowerment Programme in Dodoma on October 2, 2026, through the Ministry of Communication and Information Technology, working with Azania Bank and the National Economic Empowerment Fund.
The initiative offers loans in three categories: Sh1 million to Sh25 million, more than Sh25 million to Sh50 million, and more than Sh50 million to Sh100 million, subject to eligibility requirements and programme conditions.
The funding is intended to support youth-owned startups working on digital solutions in areas such as financial technology, agriculture, education, tourism, transport, e-commerce and online services.
On October 2, Communication and Information Technology Minister Angellah Kairuki also directed officials to improve loan processing, expand market opportunities for startups and introduce a system to measure results, including business growth, employment, revenue and loan repayment.
The government has identified the Jamii Hunt system as the platform for identifying eligible innovators and receiving applications. The ministry has also instructed the ICT Commission to complete guidance intended to help startups participate in government procurement opportunities.
The programme could provide a significant opportunity for Tanzanian innovators who struggle to access business capital. However, the loans are not grants, and applicants must meet the programme’s conditions and repay any financing received.
The impact will depend on how efficiently applications are processed and whether supported startups can develop competitive products, attract customers and create sustainable jobs.
