Madagascar is seeking to attract more international investment after its Fonds Souverain Malagasy (FSM) signed a strategic partnership with global investment firm Gemcorp to help develop the country’s major economic assets.

Announced on October 6, the agreement establishes a framework for identifying projects, developing financing solutions and connecting investment opportunities with international investors and financial partners.

The partnership places particular emphasis on mineral resources, energy and infrastructure—sectors that could play an important role in Madagascar’s long-term economic development.

Under the arrangement, Madagascar’s sovereign wealth fund and government will determine strategic priorities, while Gemcorp will support project structuring and help mobilise international capital. The stated objective is to turn the country’s natural resources and other assets into sustainable economic opportunities.

The initiative comes as Madagascar seeks to strengthen its investment climate and encourage projects that can generate employment, improve infrastructure and expand economic activity beyond raw-material exports.

However, the agreement is a framework for cooperation rather than confirmation that specific projects have already received funding. Its economic impact will depend on which projects move forward, how financing is secured and whether investments deliver measurable benefits for local communities.

The partnership could open new channels for international capital to enter Madagascar’s mining, energy and infrastructure sectors, making its implementation an important development to watch for businesses and investors.
